HVAC & plumbing Vienna: from the building contractor that does the work — not from an agent.

HVAC & plumbing Vienna: switching from gas to district heating costs 6,500 to 14,000 euros per apartment in Vienna. Heat pump in a detached house €18,000–32,000, bathroom plumbing €4,500–11,000, air conditioner €2,800–5,500. Carried out by licensed gas and plumbing engineers.

Switching from gas to district heating costs €6,500 to €14,000 per apartment in Vienna. A heat pump in a detached house costs €18,000 to €32,000, the plumbing installation of a bathroom €4,500 to €11,000. Which appliance in which size fits is decided by the room-by-room heat load calculation at €450 to €1,400: an oversized heat pump cycles constantly, wears out and consumes more; an undersized one cannot cope with winter. Gas boilers are hardly approved any more for new installations in Vienna. What happens to the chimney when the appliance is replaced is explained under chimney renovation.

What does HKLS mean?

HKLS (German for heating, air conditioning, ventilation and plumbing) combines the four building-services trades that interact in almost every renovation:

H — Heating

Heat generation and distribution: boiler or heat pump, radiators or underfloor heating, controls. When switching from gas to a heat pump, the central topic of thermal renovation.

K — Air conditioning

Cooling and air conditioning. In modern renovations often via the same heat pump that heats, or via controlled ventilation with a cooling function.

L — Ventilation

Mechanical ventilation with heat recovery. After an airtight renovation with new windows almost indispensable to avoid moisture and mould.

S — Plumbing

Water and waste water: pipes, bathrooms, fittings, hot water. In old buildings often to be renewed completely, because old pipes are calcified or leaking.

who may carry this out?

This is the most important point up front: gas, plumbing and heating engineering is a regulated trade under § 94 no. 25 GewO. A building contractor may not carry out these installations itself. We are the executing building contractor and, as part of a renovation, take on the construction work and coordination; the HVAC and plumbing installations are carried out by our licensed installer partners. The advantage for you: one contractual partner instead of many individual firms — but with a legally clean separation of who is responsible for which trade.

HVAC & plumbing — in all 23 districts and the surrounding area

We coordinate HVAC and plumbing services as part of renovations throughout Vienna, as well as in Klosterneuburg and the surrounding area of Lower Austria. They are carried out by licensed installer partners.

the big topics in building services

Heating replacement

Switching from gas or oil to a heat pump is the defining topic. It requires an insulated envelope, suitable heat emitters and often a new manifold — a project for several trades, not just the installer.

Heat pump

Efficient only with a low flow temperature — i.e. surface heating and an insulated building. In an unrenovated old building with old radiators it works inefficiently. That is why it belongs in the overall planning, not considered in isolation.

Mechanical ventilation

After an airtight renovation it removes stale, moist air and recovers the heat. Without it, the risk of mould rises considerably after the windows are replaced.

Plumbing & bathroom

New pipes, bathrooms, hot water. In the bathroom, plumbing, electrics and tiling interlock — the classic coordination point of an apartment renovation.

as part of the renovation

01 Survey of existing installations

Which heating, which pipes, which condition? The installer partner assesses the building services, we assess the building fabric. Free of charge.

02 Overall planning

HVAC & plumbing, construction and the other trades are coordinated — as a bill of quantities with a fixed price under ÖNORM B 2110.

03 Preparation by us

Chases, openings, recesses, master-builder work — the structural preparation for the installations.

04 Installation by the partner

The licensed installer fits heating, plumbing and ventilation — professionally and with a test report.

05 Structural completion

Closing up, plastering, flooring, tiling — the building contractor closes up the site again.

06 Acceptance & handover

Test reports for the installations, instruction, documentation. We remain your contractual partner.

Why Skyline Bau for HVAC & plumbing in a renovation project

The point lies in the coordination. In a renovation, heating, plumbing, ventilation, electrics, drywall, flooring and tiling come together. Anyone who spreads this across six individual firms becomes the project manager of their own site. We take on this coordination and the construction work; the regulated installations are handled by licensed partners. One contact person, one schedule, one fixed price.

  • One contractual partner for the whole renovation, even with many trades.
  • Legally clean separation — regulated HVAC and plumbing work under § 94 no. 25 GewO by licensed installers.
  • Fixed price under ÖNORM B 2110, in writing after the survey.
  • Test reports for the installations at handover.
  • €3 million construction liability insurance.

How to recognise a reputable contractor

1. Who carries out the installations?

HVAC and plumbing are regulated under § 94 no. 25 GewO. A building contractor may not do this itself. Ask for the name of the licensed installer — anyone who says "we do everything ourselves" is not telling the truth.

2. Is the heat pump thought through together with the envelope?

A heat pump in an uninsulated old building with old radiators works poorly. A serious contractor also checks insulation and heat emitters — not just the appliance.

3. Is ventilation planned in?

After an airtight renovation without a ventilation concept, mould threatens. This must be considered from the start, not as an afterthought.

4. A bill of quantities instead of a lump sum

With many trades in particular, traceable items are needed. "Building services complete" without a breakdown is an invitation to extra charges.

5. Are the test reports planned in?

Gas, heating and plumbing installations need test reports. They are part of the service and of the handover.

6. Do not confuse warranty and guarantee

By law 3 years under § 933 ABGB. Manufacturers' guarantees on appliances run separately.

Does HVAC & plumbing work in Vienna need a permit?

The installations themselves usually not, but there are notification and inspection obligations: connecting or decommissioning gas must be reported, a heating replacement can trigger subsidies and proofs, and larger interventions in the building fabric require a permit from MA 37. When switching to a heat pump, location and sound insulation towards the neighbours must be observed. The installer partner and we clarify these points together before construction starts.

When you do not need us

For a single defective boiler, a dripping tap or a pure heating replacement without construction work, call an installer directly — that is faster and cheaper. We are the right choice when HVAC and plumbing are part of a larger renovation and must be coordinated with construction work and other trades.

what you should know

So that you know exactly what to expect, we answer the most important questions here — honestly and from the practice of a building contractor that does the work itself.

What does HKLS mean?

HKLS stands for heating, air conditioning, ventilation and plumbing — the building-services trades that provide heat, fresh air and water. In renovations and new builds these systems must be planned, installed and coordinated. We coordinate the HVAC and plumbing trades with the licensed partner firms.

Which HVAC and plumbing services belong together?

Heating (heat generation and distribution), air conditioning (cooling), ventilation (controlled air exchange) and plumbing (water and waste water) interlock. Coordinated planning avoids conflicts between the trades and ensures an efficient overall system — especially important in energy-efficient renovations.

Is modern building services technology worthwhile?

Yes — modern HVAC and plumbing technology lowers running costs and increases comfort: efficient heating (such as a heat pump), mechanical ventilation with heat recovery and up-to-date plumbing. A renovation is the ideal time to modernise building services.

How much does HVAC & plumbing cost in Vienna?

The costs depend on the chosen systems, the size of the building and the scope. After a site visit and planning you receive a binding fixed-price offer.

HVAC & plumbing services at a glance: from planning to maintenance

The meaning of the four letters is quickly explained; the question of who provides which service behind them less so. In construction, services relating to heating, air conditioning, ventilation and plumbing fall into four stages, often provided by different specialists:

Planning

Heat load, pipe network, ventilation concept and plumbing stacks are calculated and drawn by a building services engineer. For smaller projects the executing installer takes this on as well.

Installation

Pipes, appliances, ducts and fittings are installed by a licensed installer or ventilation contractor. This is the actual trade.

Commissioning

Pressure tests, flushing, adjustment, hydraulic balancing and instruction of the users – with a record.

Maintenance

Recurring checks of the heat generator, filters, safety valves and controls, annually or at longer intervals depending on the system.

Related abbreviations also appear in offers: HLK (HVAC) leaves out plumbing, HKLSE adds electrical engineering, and TGA – technical building equipment – is the umbrella term for all building services. For you as the client, what matters most is that all stages are covered without gaps and that at the end someone is answerable for how they work together.

The interfaces between building services and construction: where HVAC projects get stuck

A building services renovation rarely fails because of the technology itself. More often things get stuck at the transitions to the construction trades: who chases the slots, who drills the openings through ceilings, who closes them again to fire protection standards, who supplies the power connection for the heat pump or ventilation unit, who plasters and paints afterwards? In a typical installer's offer these points are usually listed as "by others", i.e. the client's responsibility.

This is exactly where we come in as general contractor. We determine the order in which the core holes through ceilings and walls are drilled, coordinate the connection with the electrical installation and close chases and openings after the pressure test. The regulated HVAC and plumbing work is carried out by licensed partner firms; coordination and reinstatement are our responsibility. This way there is no area that nobody feels responsible for.

HVAC & plumbing in the apartment or the whole building: where the line is drawn

In Viennese multi-unit buildings, the question of where your building services end is decisive in every renovation. Pipes within the apartment from the stop valve onwards usually belong to the apartment; risers, downpipes and chimneys are common parts of the building. Anyone who renovates the bathroom and comes across a deteriorated riser may not replace it on their own initiative but must involve the property management. Conversely, it makes little sense to renew a riser and leave the old connection pipes in the apartments. If several apartments are affected, joint riser pipe replacement is the more economical route.

Frequently asked questions about HVAC & plumbing in Vienna

What does HKLS mean?

HKLS stands for heating, air conditioning, ventilation and plumbing — the four core building-services trades of a building. They interact in every renovation and are carried out by licensed installers.

With us, HVAC and plumbing in Vienna means one contact person, one contract, one fair price – without surprises.

May a building contractor do HVAC and plumbing itself?

No. Gas, plumbing and heating engineering is regulated under § 94 no. 25 GewO and belongs to licensed installers. We are the executing building contractor and coordinate the trades; the installations are carried out by our licensed partner firm. Anyone who claims to do everything themselves is not telling the truth.

With HVAC and plumbing, experience and clean workmanship count. Throughout Vienna and the surrounding area you receive a transparent fixed-price offer.

For HVAC & plumbing in Vienna, Skyline Bau is your partner: professional, at a fixed price and from one source.

Why should I run HVAC and plumbing through a building contractor?

Because of the coordination. In a renovation, heating, plumbing, ventilation, electrics, drywall and tiling come together. Through us you have one contractual partner and one schedule instead of six individual firms that have to coordinate with each other. The regulated work is handled cleanly by licensed partners.

Who is my contractual partner for HVAC and plumbing?

Skyline Bau, if HVAC and plumbing are part of a renovation. You have one contract, one fixed price and one warranty for the overall project. We commission and coordinate the installer partners; legally, each trade is the responsibility of the respective licensed firm.

How much does a heating replacement in Vienna cost?

That depends heavily on the system. Switching to a heat pump, including the system, installation and the necessary adjustments, is usually in the mid five-figure range, often subsidised. The price depends on the condition of the building, the heat emitters and the location. It becomes reliable after a survey.

If you are planning HVAC & plumbing in Vienna, Skyline Bau is the right choice: at a fixed price, professionally and from one source.

Is a heat pump worthwhile in an old building?

Only if the conditions are right. A heat pump works efficiently at a low flow temperature — this requires an insulated envelope and large heating surfaces such as underfloor heating. In an uninsulated old building with small radiators it runs inefficiently. That is why it belongs in the overall planning of the renovation.

With HVAC and plumbing in Vienna, clean workmanship counts. Throughout Vienna and the surrounding area you receive a transparent fixed-price offer.

What is mechanical ventilation with heat recovery?

A system that removes stale, moist air in a controlled way and supplies fresh air — with heat recovery, so that hardly any heating energy is lost. After an airtight renovation with new windows it is almost indispensable to avoid mould.

Do I need ventilation after replacing the windows?

Often yes. New, airtight windows stop the uncontrolled air exchange that old windows had. Without deliberate ventilation or a ventilation system, humidity in the apartment rises — and with it the risk of mould. This should be considered when planning the renovation.

Whether private or commercial — we carry out HVAC and plumbing work on schedule and cleanly. Professionals save time, money and nerves.

How much does a plumbing renovation cost?

That depends on the scope — individual bathrooms or complete riser replacement. In old buildings, old pipes are often calcified or leaking and have to be renewed completely. Because plumbing is connected with tiling, electrics and construction, it is usually done as part of a larger renovation.

What is riser pipe replacement?

The replacement of the vertical supply pipes for water and waste water that run through all storeys of a building. In a tenement building a joint project of the owners' association, because the risers affect all apartments. A classic HVAC and plumbing topic with a high coordination effort.

Can you switch from gas to district heating?

Where a district heating connection is available, yes. Then your own heat generation is no longer needed; a transfer station is required instead of a boiler. Whether district heating is possible depends on the location. The installer partner clarifies connection and conversion, we the construction work.

With us, HVAC and plumbing in Vienna means one contact person, one contract, one fair price – without surprises.

If you are planning HVAC & plumbing in Vienna, Skyline Bau is the right choice: at a fixed price, professionally and from one source.

Who does the electrical work for the building services?

A licensed electrician under § 94 no. 16 GewO. Heat pump, ventilation and controls need the right electrics. This is a separate regulated trade that we coordinate in addition to the installer.

For HVAC & plumbing in Vienna, Skyline Bau is your partner: professional, at a fixed price and from one source.

How are heating and insulation connected?

Closely. The better the building is insulated, the less heat it needs and the more efficiently a heat pump works. A new heating system without considering the envelope is only half the job. That is why we look at both together in thermal renovation.

What needs to be considered with hot water?

Whether via the heating, a separate boiler or a heat pump — this determines efficiency and space requirements. When switching to a heat pump, hot water is usually integrated. Legionella protection and the right cylinder size are mandatory topics here.

With HVAC and plumbing, experience and clean workmanship count. Throughout Vienna and the surrounding area you receive a transparent fixed-price offer.

Does a heating replacement need a permit?

The installation usually not, but there are notification and proof obligations: decommissioning gas must be reported, subsidies require proofs, and with a heat pump the location and sound insulation towards neighbours must be observed. The installer partner and we clarify this before construction starts.

What is important for the sound insulation of a heat pump?

The outdoor unit makes noise during operation. Location and distance to neighbours' windows must be chosen so that the limits are met. In dense development this is a real planning issue — placed wrongly, there will be complaints.

Can I renovate in stages?

Yes, with a plan. You can, for example, first insulate the envelope and replace windows and install the heat pump later — then it works efficiently from the start. It is important that the stages are coordinated so that nothing is done twice. We plan this together.

With us, HVAC and plumbing in Vienna means one contact person, one contract, one fair price – without surprises.

If you are planning HVAC & plumbing in Vienna, Skyline Bau is the right choice: at a fixed price, professionally and from one source.

What is the difference between an air conditioner and a heat pump?

Technically related: both move heat. An air source heat pump heats (and can partly cool); an air conditioner cools (and can partly heat). Modern systems can do both with the same unit. What makes sense depends on the building and its use.

How long does HVAC and plumbing work take during a renovation?

That depends on the scope and runs in parallel with the other trades. A heating replacement alone is done in days; complete building services as part of a gut renovation take weeks. The schedule coordinates the trades so that they do not block each other.

Can I stay in the apartment during the HVAC and plumbing work?

With individual measures often yes; with a riser or gut renovation usually not — there are phases without water or heating and a lot of dust. We clarify this in advance in the schedule so that you can prepare.

Whether private or commercial — we carry out HVAC and plumbing work on schedule and cleanly. Professionals save time, money and nerves.

Do I get test reports for the installations?

Yes. Gas, heating and plumbing installations are tested by the licensed installer and documented with a report. These reports prove professional workmanship and are important for insurance and subsidy matters. You receive them at handover.

Are HVAC conversions subsidised?

Often yes — especially switching from fossil heating to a heat pump or district heating. The federal government, the province of Vienna and partly the city offer subsidies, but they require proofs and often an application before construction starts. We plan the deadlines and formalities in.

With HVAC and plumbing in Vienna, clean workmanship counts. Throughout Vienna and the surrounding area you receive a transparent fixed-price offer.

For HVAC & plumbing in Vienna, Skyline Bau is your partner: professional, at a fixed price and from one source.

What is special about plumbing in the bathroom?

In the bathroom, plumbing, electrics and tiling interlock; in addition, protection zones apply to the electrics around shower and bath, and waterproofing under the tiles is mandatory. This is the classic coordination point — here it shows whether the trades are well coordinated.

With us, HVAC and plumbing in Vienna means one contact person, one contract, one fair price – without surprises.

Does ventilation need to be maintained?

Yes. Filters must be replaced regularly and the system cleaned, otherwise air quality and efficiency drop. This is manageable but part of it. You receive the maintenance instructions at handover.

What happens to the old gas boiler?

It is professionally dismantled and disposed of, the gas connection is decommissioned by the licensed installer and the decommissioning reported. This is not a DIY step — open or incorrectly capped gas pipes are dangerous.

Can underfloor heating and a heat pump be combined?

That is even the ideal combination. Underfloor heating works with a low flow temperature, exactly what makes the heat pump efficient. In a renovation with a new floor build-up, this is the obvious route — construction and building services interlock directly here.

With HVAC and plumbing, experience and clean workmanship count. Throughout Vienna and the surrounding area you receive a transparent fixed-price offer.

Who plans the building services?

For simpler projects the executing installer, for complex ones a building services engineer. We bring the parties together and coordinate the building services with the construction work so that openings, shafts and connections fit from the start.

If you are planning HVAC & plumbing in Vienna, Skyline Bau is the right choice: at a fixed price, professionally and from one source.

How much does the survey cost?

The initial site visit is free with us. The installer partner and we look at heating, pipes and building fabric and give an initial assessment of the scope. Only then does a reliable offer with a fixed price under ÖNORM B 2110 follow.

Do I get a warranty on HVAC and plumbing?

Yes, the statutory 3-year warranty under § 933 ABGB on the workmanship. Manufacturers give their own guarantees on appliances such as heat pumps or boilers. The prescribed maintenance is important for their validity — you receive the details at handover.

If you are planning HVAC & plumbing in Vienna, Skyline Bau is the right choice: at a fixed price, professionally and from one source.

What is the most common expensive surprise with HVAC and plumbing in old buildings?

Old pipes that are worse than expected, and heat emitters that are not sufficient for a heat pump. Both only become apparent during the survey. That is why this check before the fixed price is so important — it prevents having to re-plan in the middle of the project.

How much does switching from gas to district heating cost?
€6,500 to €14,000 for the apartment, depending on whether the pipe is already in the building. An 85 m² apartment with new radiators and bathroom plumbing comes to around €26,700 net. Subsidies are possible if the application is submitted before the contract is awarded.
May I still install a gas boiler in Vienna?
As a replacement in an existing installation in many cases yes, for new installations hardly any more. The city is relying on district heating and heat pumps. Anyone replacing a boiler today should have the conversion options in the building checked at the same time.
What is a heat load calculation?
The room-by-room calculation of how much heat a building needs on the coldest day, €450 to €1,400. It determines the size of the heat generator and radiators. Without it, estimates are made — and an oversized heat pump cycles, wears out and consumes more.
Does a heat pump work in an old building?
Yes, if the required flow temperature is low enough. That depends on the insulation standard and heating surfaces. In uninsulated Gründerzeit buildings with small radiators it is often not enough on its own — then larger radiators, underfloor heating or insulation measures first are added.
What is hydraulic balancing?
Setting each radiator valve so that all rooms are heated evenly, €650 to €1,800 with a record. Without balancing, the nearby radiators are hot and the distant ones cold. For subsidised heating replacements it is usually a condition.
How loud is a heat pump?
The outdoor unit generates noise that can reach the neighbour. Location, distance and the sound power of the unit are decisive. A vibration-isolated base, €450 to €1,200, prevents structure-borne noise. This must be planned before installation, not after the first complaint.
Do I need a permit for the outdoor unit?
In protection zones and when mounted on the street facade, as a rule yes, via MA 19 and possibly MA 37. In condominium ownership the consent of the owners is also needed, because the facade is a common part.
Do I need mechanical ventilation with heat recovery?
After window replacement and insulation, the apartment is so airtight that moisture is not removed without consistent ventilation. A system with heat recovery, €8,000 to €22,000, solves this permanently and lowers the heating demand. Decentralised units are easier to retrofit in existing buildings.
Air conditioner in a tenement building — is that possible?
Technically yes, €2,800 to €5,500 for a split unit. In terms of permits it depends on the protection zone, facade and consent of the owners. Often the courtyard is the only option. Condensate drainage must be planned, otherwise it drips onto the pavement.
How much does the plumbing installation in a bathroom cost?
€4,500 to €11,000 for lining walls, pipes and connecting the fixtures. The fixtures themselves come on top. Before closing, a pressure test with a record is carried out and every pipe is photographed with dimensions.
Why a pressure test before closing?
Because a leaking joint behind tiles only becomes noticeable when the damage is done — often at the neighbour below. The test costs €180 to €450 and is the cheapest insurance against water damage there is.
What about old lead pipes?
Lead pipes can still be found in old Viennese buildings, usually up to the meter. They should be replaced — lead releases pollutants into drinking water. This is taken care of during a bathroom or riser renovation.
When is riser replacement worthwhile?
When the risers in the building are 50 years old or older. Anyone who renovates the bathroom beforehand risks it being opened up again when the risers are replaced. That is why, before any bathroom renovation in a tenement building, the question is when the risers will be done. Details on riser pipe replacement Vienna.
Can I retrofit underfloor heating?
Yes, €95 to €160/m² including screed, if the build-up height is sufficient. In old buildings with timber beam ceilings, height is often the limiting factor. There are thin-layer systems for low build-ups. See underfloor heating Vienna.
HVAC & plumbing: which subsidies are there?
There are federal and provincial subsidies for switching from fossil heating to district heating or a heat pump. Conditions are usually an energy consultation, hydraulic balancing and an application before the contract is awarded — anyone who commissions beforehand loses the entitlement.
HVAC & plumbing: who decides in condominium ownership?
Replacement within your own apartment usually needs no consent as long as no common parts are affected. Outdoor units on the facade, core holes and connections to building pipes, on the other hand, require consent. This should be clarified before planning.
HVAC & plumbing: who pays in a rented building?
Maintaining a defective heating system or pipe falls under § 3 MRG and is the landlord's responsibility. A conversion to another system as an improvement can be financed from the rent reserve. The distinction should be clarified beforehand.
How long does a heating replacement take?
A boiler replacement one to two days, the switch to district heating three to eight days, a heat pump in a detached house one to two weeks. In winter it is planned so that the apartment is not without heating for longer than necessary.
Can the switch be made in winter?
Yes, with planning. We provide temporary heating during the conversion days. The transitional season is still better — then there is no pressure, and follow-up work such as balancing can be tested without frost.
HVAC & plumbing: which documents do I receive?
Heat load calculation, pressure test records, hydraulic balancing record, leak-tightness certificate for gas, photos of all pipes before closing, commissioning record and instruction. You need these documents for subsidies and warranty.
HVAC & plumbing: how quickly do I get an offer?
Site visit within five working days throughout Vienna, with a check of the existing system and the connection options. For a reliable offer for a heating replacement we need the heat load calculation — it determines which appliance fits.
What is the difference between HKLS and HLK?
HLK stands for heating, ventilation and air conditioning (HVAC); HKLS adds plumbing, i.e. water and waste water pipes including fittings. In residential construction HKLS is the more common abbreviation because bathroom and kitchen are almost always affected. HLK is found more in office and commercial buildings where ventilation and cooling are the focus.
What does "by others" mean in an HVAC and plumbing offer?
"By others" means that this service is not included in the offer and must be organised by the client. Typical are chasing and drilling work, fire stopping, electrical connections and plastering and painting after the installation. Anyone who overlooks several such items considerably underestimates the total costs, even if the installation offer itself looks cheap.
Who closes service penetrations through ceilings to fire protection standards?
This must be expressly regulated in the contract, otherwise nobody feels responsible. Penetrations through fire-separating ceilings and walls need tested fire-stopping systems that are installed and documented according to the manufacturer's instructions. In our projects this is part of the construction sequence after the pressure test, carried out by trained specialists.
