Skyline Bau · Building contractor · Structural design under model A or B

Master builder services in Vienna from a single source — structural design and master builder services through licensed partner companies, site management by us. — One contract, one contact person.

“A builder in Vienna who keeps their promises” — for us that is not a marketing slogan but the basis of our business. For Skyline Bau, keeping promises means: a fixed price that is the same on the final invoice as in the quote; a handover date that is met; and construction quality that is independently confirmed at acceptance by the licensed master builder partner. Anyone planning a construction project in Vienna does not want surprises — and that is exactly what we do not deliver: neither on costs nor on the schedule.

Particularities

Building in existing structures has legal and structural particularities where a licensed master builder is needed. What matters:

  • Gründerzeit building stock — buildings from 1880–1914 with rubble stone walls and timber beam floors follow their own structural rules. Interventions in the load-bearing structure belong in the hands of a master builder.
  • Structural design is a matter for the master builder — structural calculations and permit planning are reserved for the licensed master builder under § 94 no. 5 GewO. We carry out and coordinate; the partner company is responsible for the structural design.
  • MA 37 building police — interventions in load-bearing components require a permit. Permit plans and structural design come from the master builder partner, construction from us.
  • Protection zones & MA 19 — in protection zones, visible changes to facades and windows are restricted and must be agreed with MA 19.
  • Occupied apartment buildings — in existing buildings, work usually takes place while the building is in use — scheduling and consideration for residents are decisive.
  • One contractual partner — you commission one company; we bring together master builder partners and the other trades and are responsible for the process.

Master builder services Vienna for homeowners, property management & owners' associations

Clients planning a loft conversion

Anyone planning a loft conversion first needs a structural assessment of the existing building by a licensed master builder. We coordinate this assessment through our master builder partner and carry out the construction work. Order: first clarify the structure, then build.

Property managers & owners’ associations

In the event of damage to the load-bearing structure or a planned extension upwards, an owners' association needs the assessment of a licensed master builder. We provide the documented basis for the owners' resolution and coordinate the master builder partner.

Developers & investors

Anyone buying an old building to add storeys wants to know before the purchase what is structurally possible. We provide reliable fixed prices with a survey of the existing building — the structural feasibility is assessed by the master builder partner.

What is a licensed master builder under Austrian law?

Anyone looking for a master builder in Vienna quickly comes across the question: what is a licensed master builder actually allowed to do — and what is a building contractor without this licence not allowed to do? The answer is in two sections of the Austrian Trade Regulation Act, and it is clear:

  • § 94 no. 5 GewO defines the master builder trade as a regulated trade — the qualification examination is a prerequisite (TU Wien graduate or equivalent qualification, plus practical experience).
  • § 99 GewO regulates the scope of authorisation: drawing up plans for building and civil engineering works, structural and building physics calculations, submission to the building authority (in Vienna MA 37), responsible site management and turnkey construction.

The master builder thus bears overall technical and legal responsibility for a construction project — from the first sketch to final acceptance. This licence is the highest trade-law authorisation in Austrian construction and distinguishes a master builder company from a pure craft business carrying out work.

Skyline Bau itself does not hold the master builder licence — we act as a building contractor. We award the regulated master builder services for your projects to licensed master builder partners from our network and integrate them into a single fixed-price contract according to ÖNORM B 2110 (2023 edition). This separation is required by law (§ 366 GewO) and protects clients from unauthorised trading.

Why commission Skyline Bau instead of a classic master builder company directly?

Going directly to a licensed master builder is a viable route — if you want to take on the coordination of interfaces yourself. With Skyline Bau, these interfaces are coordinated for you at no extra charge:

First — fixed price instead of unit price risk. Classic master builder companies often work with unit price calculations; changes in quantities during construction lead to extras. Skyline Bau provides a binding fixed price according to ÖNORM B 2110 (2023 edition) — what is in the quote applies.

Second — all trades from a single source. With a master builder company, the service often ends after shell construction plus interior fit-out. Skyline Bau also coordinates electrical engineers under § 94 no. 16 GewO, gas and sanitary engineers under § 94 no. 25 GewO and tilers under § 94 no. 38 GewO within the same fixed-price contract.

Third — federal reference. In 2022 Skyline Bau worked as a subcontractor on the renovation of the Austrian Parliament. A documented large-project reference that many medium-sized companies cannot show.

Protection zones, building freezes and the Vienna Building Code

Anyone building or renovating in Vienna has to deal with two particularities: protection zones and building freezes. Protection zones protect the townscape within the meaning of the Vienna Building Code — in the Innere Stadt, in Gründerzeit quarters and in locations that shape the townscape. For projects in protection zones, MA 19 Architecture and Urban Design is also involved — it examines facade, roofscape, choice of materials and colours. Skyline Bau knows the requirements and agrees the project in advance.

Building freezes are temporary orders of the City of Vienna for districts or streets in which new buildings are restricted — for example until a new zoning plan comes into force. Under a building freeze, MA 37 is stricter; certain projects are not approved at all or only with conditions. Before construction starts, clarifying the current building freeze situation is mandatory — Skyline Bau checks this as standard.

We work exclusively according to the Vienna Building Code (Bauordnung für Wien), OIB Guidelines 1 to 6 and the Austrian earthquake standard ÖNORM B 4015. Vienna's seismic zone requires dynamic calculations for new buildings and larger conversions — Vienna is not in a highly active earthquake area, but the requirements are real and must be met.

How Skyline Bau deals with master builder services

Skyline Bau is a building contractor in Vienna and not a master builder. We coordinate construction projects in Vienna — from detached houses to apartment building renovation and commercial buildings — and integrate licensed master builder companies and all other authorised specialists into a single fixed-price contract according to ÖNORM B 2110.

What sets Skyline Bau apart: a vetted network of licensed master builders in Vienna — we know who is particularly good at which construction tasks (old buildings, new builds, apartment buildings, loft conversions, structural upgrading). A clear separation of responsibilities: Skyline Bau is responsible for project management, the licensed master builder for technical responsibility. You have one contract, one fixed price, one contact person — and the certainty that all trades are carried out by validly authorised companies. €3 million construction liability insurance, references with original documents on the references page.

Subsidies: wohnfonds_wien, Hauskunft and renovation cheque

Anyone building or renovating in Vienna deals with three central subsidy and advisory structures. wohnfonds_wien is the subsidy body for residential building renovation — it checks applications, controls subsidies and monitors construction progress. Hauskunft Wien is the city's free advisory service for all renovation questions — from the first concept to subsidy eligibility. The federal renovation cheque (replacing the discontinued renovation bonus since 02.02.2026) subsidises thermal measures with up to 40 percent of the costs.

Skyline Bau works routinely with all three structures: planning is coordinated so that the measures actually meet the subsidy criteria — from the energy performance certificate before and after renovation to the U-value limits of the individual subsidy schemes. For apartment buildings, the basic renovation scheme of wohnfonds_wien is also an option, which makes larger renovation packages substantially cheaper.

Light or heavy loft conversion

A frequently requested focus of our general contractor work is loft conversion in Vienna. The Vienna Building Code distinguishes two categories: light loft conversion with a weight increase of at most 720 kg/m² of roof area (timber construction, without extensive structural upgrading) and heavy loft conversion (with screeds, tiles, full bathrooms — requires structural upgrading of the entire building).

A turnkey loft conversion in Vienna costs €3,000 to €4,000/m². Skyline Bau carries out the construction work and coordinates all trades. Planning, structural design and acting as responsible site manager in the legal sense are provided by a licensed master builder partner company (§ 94 no. 5 GewO) from a single source. Subsidies are possible through wohnfonds_wien for the creation of new living space.

Scope of authorisation under § 99 GewO in detail

The exact scope of authorisation of a licensed master builder results from § 99 (1) to (6) GewO. Anyone commissioning a master builder commissions a provider of several services:

  • § 99 (1) GewO: drawing up plans for building and civil engineering works and constructing these structures.
  • § 99 (2) GewO: structural and building physics calculations — the master builder may do structural design themselves, without an external civil engineer.
  • § 99 (3) GewO: responsible site management and construction supervision on the property.
  • § 99 (4) GewO: expert activities in construction.
  • § 99 (5) GewO: turnkey construction of buildings, including activities of other regulated trades (within certain limits).
  • § 99 (6) GewO: building physics reports — sound insulation, thermal insulation, moisture protection, fire protection.

The licensed master builder thus bears overall technical and legal responsibility for a construction project. At Skyline Bau, this is coordinated by a building contractor set-up with licensed master builder partners — we bundle responsibility in the fixed-price contract without Skyline itself having to hold the licence.

The master builder qualification examination in Austria

Anyone who wants to become a licensed master builder in Austria goes through a demanding qualification path:

  • TU Wien graduate (civil engineering) or equivalent university degree plus several years of practical experience.
  • Qualification examination at the Austrian Economic Chamber (WKO) — commercial, legal and technical examination. PAK Immobilien Bildungs GmbH is the leading preparatory academy.
  • Proof of practical experience — typically 4–5 years with a licensed master builder.
  • Registration with the master builders' guild of the WKO Vienna construction guild.

These high hurdles are the reason why there are comparatively few licensed master builder companies in Vienna — and why Skyline Bau works with a network of vetted partners instead of holding the licence itself. The advantages remain with the client: legally secure construction with a fixed price according to ÖNORM B 2110:2023.

Clarification: who we are — and who we are not: not a master builder ourselves

Skyline Bau is a building contractor, not a licensed master builder company itself. We coordinate regulated master builder services (§ 94 no. 5 GewO) exclusively through authorised subcontractor partner companies. This clarification is important to us and is in line with the Vienna Building Code and the Trade Regulation Act. If you are looking for information on master builders on this page — you are in the right place. If you are specifically looking for a building contractor for your construction project — you are also in the right place with us.

The master builder profession: term and job profile

  • Master builder (Baumeister) under § 94 no. 5 GewO is a regulated profession in Austria. It requires a qualification examination and registration with the WKO construction guild.
  • Master builder authorisations: planning, site management and construction of buildings as well as structural interventions. Plus scaffolding and earthworks.
  • Master builders' guild: the Vienna construction guild within the Economic Chamber. An industry body with around 1,500 master builder companies — there you can check whether a company is a member.
  • Vocational training: apprenticeship, foreman school, HTL or civil engineering degree plus practical experience and qualification examination.
  • Insurance standard: master builders typically have construction liability insurance of €3–5 million. Skyline Bau coordinates with master builder partners in this insurance class.
  • Warranty for master builder services: 3 years under § 933 ABGB.
  • Master builder focus areas: shell construction, masonry, concrete and reinforced concrete construction, plastering, screed, foundations, structural work.

When do you need a master builder and when a general contractor?

Pure master builder services

If you only need masonry, plaster, screed, foundations or structural interventions — and want to coordinate the other trades yourself.

A building contractor such as Skyline Bau

If you have a construction project with several trades (e.g. complete renovation, extension, thermal renovation) and want one contractual partner for all trades — with a fixed price according to ÖNORM B 2110:2023.

Construction management / developer

If you as the client want to act as developer yourself and are looking for a construction management office for planning and contract management.

Engineering office / civil engineer

If you only need planning and structural design — and want to award the execution separately.

Which master builder services Skyline Bau coordinates through partners

  • Shell construction: masonry, reinforced concrete floor slabs, reinforced concrete walls, stairs, foundations — entire shell construction up to the shell.
  • Plastering: interior and exterior plaster (lime plaster, lime-cement plaster, renovation plaster, decorative plaster). Special plasters for Viennese Gründerzeit buildings.
  • Screed work: cement screed, calcium sulphate screed (anhydrite), dry screed. Including heating screed for underfloor heating.
  • Foundation work: strip foundations, floor slab of reinforced concrete C25/30, deep bored foundations for difficult ground conditions.
  • Masonry renovation: renovation plaster system, horizontal barrier (chemical or mechanical) against rising damp, brick replacement in Viennese Gründerzeit buildings.
  • Structural interventions: wall openings with steel beams, floor renovation work, structural strengthening.
  • Full building construction: from the building application to the key handover — Skyline Bau as the building contractor.

The most important standards and regulations

  • Vienna Building Code (WBO) — the central legal basis.
  • Old Town Preservation Act — protection of historic building fabric, protection zones.
  • OIB Guidelines 1–6 — Austrian building technology standard. Binding for buildings.
  • ÖNORM B 1991 family — Eurocode 1: actions on structures.
  • ÖNORM B 1992 family — Eurocode 2: reinforced concrete design.
  • ÖNORM B 4710-1 — concrete standards.
  • ÖNORM B 2110 (2023 edition) — works contract with a fixed price.
  • BauKG (Construction Work Coordination Act) — safety and health protection plan.
  • ASchG (Employee Protection Act) — site safety.
  • GewO § 94 no. 5 — master builder qualification.

Why work with Skyline Bau as your building contractor?

First — one contractual partner for all trades. We coordinate master builder services (§ 94 no. 5 GewO), electrical engineering (no. 16), sanitary engineering (no. 25), heating engineering (no. 31), tilers (no. 38) and all other trades. One contract, one invoice, one warranty of 3 years under § 933 ABGB.

Second — fixed price according to ÖNORM B 2110:2023. You receive a bill of quantities with fixed items. What is in it applies. Extras only arise if you commission a change yourself or something comes to light in the existing building that nobody could see beforehand — with Viennese Gründerzeit fabric, for example, hidden moisture damage. We discuss both in writing beforehand, before any work is done.

Third — €3 million construction liability insurance and a statutory warranty of 3 years under § 933 ABGB. We will give you the policy number on request. Check this — with us and with every other provider.

Fourth — transparency about the trade licence. The trade licence is stated in the legal notice and can be checked in GISA, and we say openly which services we carry out ourselves and which go through licensed partners. Master builder services under § 94 no. 5 GewO — planning, structural design, submission to MA 37 — are provided by our master builder partner. Shell construction, facade insulation, adding storeys, loft conversion, foundations, demolition, excavation, grading, attic floor insulation and basement ceiling insulation we carry out ourselves as a building contractor in Vienna. You see who does what before the contract is signed.

Legal note on the provision of services:
Skyline Bau acts as an executing building contractor. Regulated trades — in particular master-builder services (§ 94 no. 5 GewO), planning and structural engineering, electrical engineering (§ 94 no. 16 GewO), gas and sanitary engineering (§ 94 no. 25 GewO) and tiling (§ 94 no. 38 GewO) — are carried out exclusively by suitably authorised subcontractors and partner companies. Construction work is performed by trade businesses within the group of companies that hold a valid trade licence.
The question nobody asks

Ask every provider for their GISA number. We give ours without being asked.

Check us out

Three things you should ask for from every contractor.

What you receive from us before signing the contract

A lot is claimed in construction and little is proven. These three proofs are the difference between a promise and a commitment — and you should ask every contractor for them, not just us.

1. The GISA number

Ours: 37945732 (Bling Bling GmbH, construction trade business under § 99 GewO). Publicly searchable in GISA — checked in thirty seconds. A business that does not want to give you its number has a reason for it.

2. Proof of authorisation of the partner companies

For structural engineering (§ 94 no. 5), electrical work (§ 94 no. 16), gas/plumbing (§ 94 no. 25) and tiling (§ 94 no. 38) we use licensed companies. You receive their proof of authorisation before signing the contract — not on request, not later.

3. A fixed price according to ÖNORM B 2110

With a bill of quantities. It also states what is not included. Extra work only with your written consent — with photo documentation before work continues.

And what we document is something you normally never see: photos of the rough installation before the walls are closed. The waterproofing before tiling. Both disappear behind plaster and tiles — and both decide whether the property will still be watertight in twenty years. You receive the pictures at handover. Not on request.

To be honest

What we do not promise.

Four things you hear elsewhere — but not from us

Trust does not come from someone promising everything. It comes from someone telling you where the limits are.

  • “We are the cheapest.” — We are not. Anyone who ignores drying times, leaves out the waterproofing and does not price in disposal is cheaper. Until the final invoice.
  • “It can be done in two weeks.” — Cement screed needs around 28 days to be ready for floor coverings. That is physics, not a matter for negotiation. Anyone who promises it anyway is working against the drying time — and in two years you will have hollow-sounding tiles.
  • “I can tell you right away on the phone what it costs.” — No. What a renovation costs is decided by the condition behind the wall. You only see it after opening up. A price given over the phone is either too high — then we lose the job — or too low, and then the extra charges follow.
  • “We do everything ourselves.” — We are not allowed to. Structural engineering (§ 94 no. 5), electrical work (§ 94 no. 16), gas/plumbing (§ 94 no. 25) and tiling (§ 94 no. 38) are regulated. Anyone who claims to do all of this themselves either holds four licences — or has a problem.

When you do not need us

Not every project needs a building contractor. During the site visit we will tell you honestly if we are the wrong choice for you — even if it costs us a job.

A single trade

If you only need a painter, you do not need a coordinator. Hire the painter directly — it is cheaper.

Mainly structural engineering and planning

If your project consists mainly of permit planning and structural calculations, go directly to a licensed master builder. A building contractor in between is one level too many.

Technically sound, just old

Copper pipes, waterproofing intact, no damp damage? Then a cosmetic refresh is enough. Save your money.

Why we say this: A customer we sold an unnecessary renovation to will not come back and will not recommend us. A customer we told honestly that their bathroom will last another ten years will call us in ten years — and in the meantime, when the riser pipes in the building are due for replacement.

Reference: Parliament building Vienna

  • Parliament building Vienna 1010 — renovation 2022 — On the 2nd basement level of the Austrian Parliament building (Dr.-Karl-Renner-Ring 3), Skyline Bau carried out drywall, painting and filling work as well as floor upgrades. Regulated trades — electrical engineering (§ 94 no. 16 GewO) and tiling (§ 94 no. 38 GewO) — were carried out by licensed partner companies, coordinated by Skyline Bau. Client: W+R Schirmungstechnik GmbH. The reference letter dated 17.10.2022 certifies that the work was of high quality, on schedule and economical. View reference letter as PDF
  • What this proves — In the Parliament building, nobody works according to a brochure. There are security requirements, access controls, tight time windows and an acceptance inspection that does not let any carelessness pass. Anyone who passes there can also handle a tenement building renovation with 30 households.
  • And what it does not prove — It did not make us a licensed master builder. The regulated trades there were also carried out by authorised partner companies. That is not a weakness but the legal order — and we abide by it.

what you should know

So that you know exactly what to expect, we answer the most important questions here — honestly and from the practice of a building contractor that does the work itself.

What does a master builder do?

A master builder (Baumeister) is a licensed trade with comprehensive authorisations: planning, structural calculation, construction and site management. Master builder work is regulated and may only be carried out by authorised companies. Skyline Bau works as a building contractor together with licensed master builder partner companies.

What is the difference between a master builder and a building contractor?

The master builder holds the trade licence for regulated construction work including structural design and planning. A building contractor coordinates and carries out construction work and brings in licensed partners for regulated trades. What counts for you as a customer is the result from a single source — we organise both.

Who takes on regulated master builder work?

Regulated work such as structurally relevant interventions, structural planning or construction measures requiring a permit is carried out by our licensed master builder partner companies. We coordinate the project so that you have one contact person.

What does a master builder cost in Vienna?

The costs depend on the service and the scope of the project — from the structural assessment to complete construction. After a site visit you receive a binding fixed-price quote.

Master builder services in all 23 districts of Vienna

Master builder services are provided by licensed partner companies; we take care of coordination and execution – in every district. We work in 1010 Innere Stadt, 1020 Leopoldstadt, 1030 Landstraße, 1040 Wieden, 1050 Margareten, 1060 Mariahilf, 1070 Neubau, 1080 Josefstadt, 1090 Alsergrund, 1100 Favoriten, 1110 Simmering, 1120 Meidling, 1130 Hietzing, 1140 Penzing, 1150 Rudolfsheim-Fünfhaus, 1160 Ottakring, 1170 Hernals, 1180 Währing, 1190 Döbling, 1200 Brigittenau, 1210 Floridsdorf, 1220 Donaustadt, 1230 Liesing. What is typical in which district is on the page construction company Vienna.

Finding a master builder in Vienna through a recommendation – and checking the recommendation

Most clients first ask friends and acquaintances. That is a good start, because anyone who has built themselves knows whether deadlines were met and defects remedied. But a recommendation is only worth as much as the comparability of the projects: someone who had a bathroom renewed by a company can say little about how the same company handles a loft conversion with new structural design.

So ask specifically: how large was the project? Were there extras, and how were they justified? Who was on site every day, and who only signed? Was a formal handover carried out at the end? Then check the authorisation yourself in the public Austrian trade information system – it takes two minutes and shows which trade is actually registered. Also ask whether you may visit an ongoing site. Tidiness, safety measures and the way neighbours are treated often say more than any praise on the internet.

Is a master builder licence valid throughout Austria?

Yes. Although a trade licence is registered with a particular authority, it is valid for the whole country. A master builder from Graz or Linz may therefore also plan and build in Vienna. What changes is the building law: building codes in Austria are a matter for the federal states. In Vienna the Vienna Building Code applies, with its own rules on building classes, protection zones, loft conversions and parking spaces; in Lower Austria the Lower Austrian Building Code 2014. Companies that mainly work in another federal state often know the Viennese procedures at the building police, the requirements for permit plans and the typical conditions for Gründerzeit buildings less well. For a project in Vienna it is therefore worth asking how many projects the company has already handled here.

How the master builder licence is granted

Master builder is a regulated trade. Anyone who wants to practise it must prove their qualification – usually through the qualification examination together with the required practical experience – and then registers the trade with the trade authority, in Vienna with the responsible municipal district office. The authority checks the documents before the authorisation is entered.

A limited company (GmbH) can also practise the trade if it appoints a person with this qualification as managing director under trade law. This person must actually work in the company and is responsible to the authority for proper practice of the trade. For you as the client this means: behind every company with a master builder licence there is a named expert. Ask who that is and whether they personally accompany your project or are only formally behind it. The register also shows since when the authorisation has existed and whether it is dormant.

What you should bring to the first meeting

The more documents are available, the more concrete the first assessment. Helpful are existing plans, old building permits or official decisions, a land register extract for ownership questions, photos of problem areas and an honest indication of budget and time frame. For old buildings in Vienna, the permit plans are often in the plan archive of the building police; obtaining a copy saves surveying effort later. Anyone who also knows whether the building is in a protection zone saves a planning round. For coordinating an entire project with several trades, a general contractor is the right contact; for ongoing supervision, construction management.

Frequently asked questions about the master builder licence

How do I recognise a dubious construction quote?
By five signs: no bill of quantities, only a lump sum. No “not included” item — that is where the extras hide. No disposal in the price — construction waste amounts to several tonnes. Unrealistic construction time — screed in two weeks is not possible. High deposit before work is done — payment is made according to progress, not in advance.
Is Skyline Bau a licensed master builder?
No — and we say so clearly. Skyline Bau is the brand name of the construction and renovation division of Bling Bling GmbH, a restricted construction trade business under § 99 GewO. Under § 99 (5) GewO, the title “Baumeister” is reserved exclusively for businesses licensed under § 94 no. 5 GewO. Where a master builder licence is required — planning, structural design, interventions in load-bearing components — we involve licensed master builder partner companies and coordinate them as the building contractor.
When do I definitely need a licensed master builder?
Whenever load-bearing components are affected: openings in load-bearing walls, openings in floor slabs, adding storeys, extensions, structural upgrading. Likewise for permit planning and structural calculation. These services are regulated under § 94 no. 5 GewO and may only be provided by licensed businesses.
What may a master builder do — and what a construction trade business?
The master builder (§ 94 no. 5 GewO) may plan, carry out structural calculations, manage the site and carry out construction — including interventions in load-bearing components. The construction trade business (§ 99 GewO) may carry out work, but may not plan or make structural assessments. For structural design and load-bearing components it involves a licensed master builder. That is our set-up.
How do I find a licensed master builder in Vienna?
Via GISA (the Austrian trade information system) — where every trade licence can be checked publicly — or via the construction guild of the Vienna Economic Chamber. Ask to see the licence under § 94 no. 5 GewO, not just a business card with the word “Baumeister”.
Can I commission Skyline Bau if I need a master builder?
Yes — as a building contractor. We take on the overall service, carry out the construction work with our own people and involve licensed master builder partner companies for the regulated parts. You have one contractual partner (Bling Bling GmbH), one site management and one warranty for everything. If you would rather commission the master builder directly, that is also a viable route — we tell you honestly when that makes more sense.
Who is liable for the work of the master builder partner company?
Bling Bling GmbH as the building contractor — for the overall service, including the work of the licensed partner companies. In the event of a defect, you do not have to clarify which trade was responsible. You report the defect to us, and we clarify it internally.
What is wohnfonds_wien?
wohnfonds_wien is the subsidy body for residential building renovation — it checks applications, controls subsidies and monitors construction progress. Anyone renovating in Vienna cannot avoid wohnfonds_wien.
What is Hauskunft Wien?
Hauskunft Wien is the City of Vienna's free advisory service for all renovation questions — from the first concept to subsidy eligibility. It is neutral and independent, financed by the City of Vienna.
What do “light loft conversion” and “heavy loft conversion” mean?
A “light loft conversion” has a weight increase of max. 720 kg/m² (timber construction, without screeds/tiles, no extensive upgrading). A “heavy loft conversion” means solid construction with screeds/tiles/bathrooms and requires structural upgrading of the entire building. Turnkey €3,000 to €4,000/m².
What distinguishes a construction company from a licensed master builder partner?
The term “construction company” is open in trade law — it can be a licensed master builder company or a general contractor without its own master builder licence. A master builder under § 99 of the Trade Regulation Act may plan, take structural responsibility and submit permit applications themselves. Skyline Bau is a building contractor and works in cooperation with licensed master builders.
What may a master builder do in Vienna?
Under § 99 (1) of the Trade Regulation Act, a master builder in Vienna may plan, calculate, take structural responsibility, submit permit plans to MA 37, act as responsible site manager, manage and supervise construction and carry it out — all from a single source, without external structural engineers or plan authors.
What is a protection zone?
A protection zone is an area of the city protected under the Vienna Building Code — in the Innere Stadt, in Gründerzeit quarters and in locations that shape the townscape. For projects there, MA 19 Architecture and Urban Design is also involved and examines facade, roof and materials.
What is a building freeze in Vienna?
A building freeze is a temporary order of the City of Vienna — new buildings and larger conversions are only possible to a limited extent in a particular district or street until a new zoning plan is adopted. Before construction starts, Skyline Bau checks the building freeze situation.
What happens to the lightning protection during structural work?
If the floor structure is altered, the foundation earth electrode must be re-installed — all round, with first-class materials according to OIB Guideline 6. If there is existing external lightning protection, all down conductors, test joints and connection points must be reconnected according to OIB Guideline 6, otherwise the lightning protection no longer works — dangerous for residents and building services. Skyline Bau coordinates with electrician partners and provides the installation certificate.
Is an MA 37 permit needed in Vienna?
Yes — intervention in the load-bearing structure of an existing building always requires a permit under the Vienna Building Code. A licensed master builder partner company (§ 94 no. 5 GewO) prepares the structural design; Skyline Bau coordinates the proofs and fire protection concept and takes care of the complete application to MA 37. Depending on the district and complexity, approval takes 6–12 weeks. In protection zones (Innere Stadt, parts of Mariahilf, Neubau, Josefstadt) an MA 19 opinion is also required.
Does Skyline Bau provide the structural engineer itself?
Skyline Bau works with two structural design models — you decide which suits you better. Model A: you bring your own structural engineer or structural planner (e.g. if you already have an architect or general planner). Skyline Bau carries out the construction work exactly according to the structural calculations, build-up diagrams and working drawings of your plan author or the licensed master builder partner company. Model B: Skyline Bau commissions an external partner structural engineer, receives the complete structural calculation from them and passes this structural design service on to you transparently — listed in writing in the fixed-price quote, no hidden surcharge. In both models: clean separation of responsibility (the structural engineer is liable for the calculation, Skyline Bau for proper execution) and handled in compliance with the licence rules.
Which symptoms point to problems with the existing building?
V-shaped or diagonal cracks at external corners and door reveals (particularly dangerous from 2 mm in width). Doors and windows that suddenly jam and no longer close. Sloping floors with a gradient > 1 %. Tile joints breaking open diagonally. Wallpaper cracks between door/window and wall. Creaking floors in Viennese old buildings. Damp spots in the basement after excavation next door. Paving slabs separating directly in front of the external wall. Skyline Bau inspects free of charge.
How important is a pre-construction survey of neighbouring buildings?
Very important — and legally relevant. Before any structural work, all adjacent buildings should be documented with photos and measurements. Existing cracks, plaster damage and floor inclinations are recorded. This protects Skyline Bau and the client from unjustified damage claims (“There was no crack before!”) — and documents justified damage for the insurer. Cost from €1,850 net. Skyline Bau considers it mandatory for every terraced house or multi-occupancy building.
Which insurance covers wall damage?
Building insurance covers wall damage only in special cases (e.g. a provable burst water pipe under the foundation). Changes to the fabric due to ageing, changes in groundwater or deterioration of the ground are usually not insured. For damage caused by neighbouring construction work, the neighbour or their building contractor is liable — here a pre-construction survey is decisive. Skyline Bau has €3 million construction liability insurance.
Can I have just one house wall underpinned?
Yes — in a renovation, often only one external wall is underpinned if only that wall shows cracks. Skyline Bau inspects, analyses the damage pattern and decides: just one wall, one side of the house, or a complete perimeter foundation. Important: even for a single wall, a pre-construction survey of neighbouring buildings and photo documentation of the existing building are mandatory. Cost from €35,000 net depending on wall length and depth.
Are there subsidies for renovation measures in Vienna?
There is no direct federal subsidy for pure structural renovation — the 2026 renovation cheque targets energy renovation (insulation, heating). However: if master builder work is part of a general renovation with a thermal component, the renovation cheque of up to €14,000 can be used. For condominium renovation in Viennese apartment buildings there is WGSan funding. For flood protection measures, Vienna subsidies are possible. Skyline Bau supports all applications free of charge.
How do I check whether someone is a master builder?
Search for the company name in the public trade information system GISA. It shows whether the trade “Baumeister” is validly registered and who the managing director under trade law is. That takes thirty seconds and costs nothing.
Master builder: is Skyline Bau a master builder?
No. Services reserved for the master builder licence – planning, permit submission, structural design, acting as responsible site manager – are carried out by licensed partner companies named in the quote. The exact details of the trade licence are in the legal notice.
Who may call themselves a master builder?
Only those who hold the master builder licence under § 94 no. 5 GewO. The title is protected under § 99 (5) GewO. Anyone who uses it without a licence acts unlawfully.
Do I need a master builder for my project?
For projects requiring a permit, interventions in the load-bearing structure, structural design and permit submission, yes. For interior fit-out, drywall, screed, tiles or painting without intervention in the load-bearing structure, as a rule no.
How can I tell whether a recommendation for a master builder is any good?
A recommendation is meaningful if the recommended project resembles yours in size, type of construction and difficulty. Ask about extras, about meeting deadlines and about how defects were remedied. Then check the trade licence yourself in the public register and, if possible, look at an ongoing site of the company.
May a master builder from another federal state build in Vienna?
Yes, the trade licence is valid throughout Austria. What differs is the building law, because each federal state has its own building code. Anyone building in Vienna must know the Vienna Building Code, the procedures at the building police and the conditions in protection zones. So ask how many Viennese projects the company has already submitted and completed.
What is a managing director under trade law?
This is the person through whom a company may practise a regulated trade such as that of master builder. They hold the necessary qualification, must actually work in the company and are responsible to the authority for proper practice of the trade. They are entered by name in the public trade register, so you can look up who stands behind a company technically.
